Eileen McAnneny, President of the Massachusetts Taxpayers Foundation, will discuss the many long-term fiscal challenges confronting the state – slowing revenue growth, increasing non-discretionary spending and the need to replenish the Stabilization Fund – and how these challenges have impacted the budget in recent years. Ms. McAnneny will then discuss how the growth in MassHealth, the state’s Medicaid program, has prompted the Baker Administration to propose many significant health-related policy changes in his FY2018 budget to address this issue. She will end her remarks with a look at local fiscal issues and the challenges for cities and towns.
